California PSA

This is a Public Service Announcement:  The State of California has strict laws on lunch and break requirements.  Employees must take breaks and lunches within specific time constraints.  If you approach an employee and they tell you they are on their lunch break.  It means they are not on the clock and working is strictly prohibited.  The employee can be fired for working off the clock.  Also the employee is not covered by insurance for work related injuries while off the clock.  The law is very specific and particular.

Don't take it personal and get your feelings hurt.
Don't continue asking for help after the person tells you they are not on the clock.
