A woman who did not respond to a reporter's query kept walking back and forth around the perimeter fence, apparently reciting a prayer. She was absorbed, fervent.

Who this seems to be describing is a woman that hangs out in the area.   The fire at the Bargain Center looks like it started in the Oleanders near the Hwy 74.  Another place this woman hangs around.  There has been prostitutes walking along the Hwy 74 in the last month.  There is also another odd woman people say she likes to start fires.
