A storm canal in a storm, or government run shelter in California

That appeared to be their only choice.  Is anyone surprised the storm canal was picked.  California Governor Newsom went to a homeless shelter because he lost a bet on the Super Bowl.   The loser waged a bet to feed the area losers.
No one appalled that he put the needy up as part of his gamble?
