why is there not a tv news broadcast for riverside county? 2.2 million people?

can someone tell me, why there isn't a tv news broadcast for riverside county?Temecula, Lake Elsinore, Hemet, Menifee, Murrieta, Norco, Corona, Riverside. There is plenty happening here to inform and educate 2.2 million people!!!
