It's surreal driving and having people just appear in your headlines like ghosts.  They stand in lanes outside the illumination of the headlights.  They approach from the sidewalk walking or on a bicycle.  They move in fast as you driving by so they are standing right next to your vehicle as you pass them.  If you get startled by one and move to the next lane you could easily hit one.  As you drive forward they move toward your car.   I'm not sure if it is a game they are playing.  If they are looking to get hit for an insurance claim. The only want to remain hidden until your vehicle is close enough to hit them.
