Number of homeless in Los Angeles meaningless

Los Angeles Mayor Eric Garcetti giving himself a participation award.  The homeless numbers in Los Angeles are down.  Without any reference to how it is being determined.  The number difference means the homeless are now housed?  Says who?  Unless the counting was a follow up to the previous count and the only way a person is no longer counted is when they are no longer homeless because of a Los Angeles housing program.  None of that has been substantiated.
