Ethanac Expressway Hwy 74 realignment

This video shows Ethanac Expressway.  I notice at 2:12 it re-routes Hwy 74 on to Case Rd/ Matthews Rd(?) heading toward Winchester.  Next to the train tracks.  This is a big deal if it's true.  If it's an over looked error missed by an editor...they need to fix it. It's odd they never mention it at any meetings.
