Who is leaving trash behind at a closed park?

Funny San Fransisco elites pick up trash at a park but step over feces and hypodermic needles in their own city.  I ask again:

Who goes to a closed park in their vehicle and leaves their trash behind. Very inconsiderate on the park visitors.  Why they aren't taking their waste home and disposing of it where their city refuse workers will pick it up weekly. Is it really that difficult to think reasonably?
